The Projects Division's core responsibility is the implementation of the CETA-funded projects through discretionary grants.

Bursaries:
Funding for bursaries is offered through private and public entities to learners studying at any public institution of higher learning. Only South African Citizens can apply.
Internships:
Funding is offered through private and public entities to learners (either from a TVET College or University) that have completed their qualifications, in need of work experience.
Candidacy:
The CETA takes candidates through a 3 year programme which will assist them in attaining their professional registrations in the Build Environment Sector.
Higher Education Institution (HEI/HET) Students Placements:
This programme enhances theory training by offering the practical experience for University/University of Technology for a period of 12 months within the construction sector.
Technical, Vocational, Education and Training (TVET) Students Placements:
This programme enhances theory training by offering the practical experience for TVET College’s for a period of 12 months within the construction sector.
Work Integrated Learning (WIL):
Work integrated learning is an essential part of training and development. The practical experience allows the learner to become skilled, knowledgeable, ethical and confident through the skills acquired, before they graduate from the HET and TVET institutions. The opportunity allows for greater development within the learners chosen field of interest, whether that is building construction, built environment professions, material manufacturing, electrical and Roads and Civil construction.

CETA has six flagships projects:
Apprenticeships programme
The CETA is an artisanal SETA as our main target is to produce as many artisans as possible to respond to the decade of artisan target as set by DHET, to produce 30 000 artisans per year by 2020. Finding workplaces for learners‘ practical training being a challenge, the CETA is adopting the dual vocational training system (highly implemented in Germany) where it partners with small and medium sized companies and public funded vocational schools to implement the system. Learners spend part of each week at a vocational school and the other part at a company, or they may spend more than a week at each place before alternating.
CETA has entered into a partnership with Umfolozi TVET College and Kreishandwerkerschaft (KH) where the system is being piloted. The CETA is also supporting this system through the Centres of specialization project that was launched by the Minister of Higher Education and Training, Honorable Naledi Pandor on the 8th of October 2018. CETA is funding 10 projects through discretionary grants where an initial number of 105 artisans are trained under through this system.
Candidacy programme
The candidacy programme enrols graduates who have been studying in the built environment sector. They are comprised of Architects, Engineers, Quantity surveyors, Landscape architects, Project and construction managers and Property evaluators.
Graduates freshly from universities from the different disciplines highlighted above are not yet professionals, they are candidates eligible to go through candidacy programme with the ultimate goal of becoming professionals.
To become a professional, a candidate registers first as candidate with the relevant professional council and goes through two, three to five or more years work experience before being subjected to a final assessment by the Council. When the candidate is declared competent, he/she receives a certification of and declared professional.
CETA has funded 2 222 candidates from 2014 to 2018 and CETA has taken candidacy as one of its flagships programmes to make sure that previously disadvantaged graduates register as professionals after their completion of the programme. This will cater for critical and scarce skills that are identified in most of the above built environment professions.
CETA is targeting also a high number of candidates who have been working for a long period and have not been able to register so that they are assisted to register as professionals.
Recognition of Prior Learning (RPL)
RPL is the process of giving recognition to individuals in a form of a recognized certificate through assessment and evaluation of their knowledge and work. This is irrespective of where they got the knowledge and where they have applied it for years.
CETA has been funding RPL at a low pace but it has put more emphasis on this learning pathway since 2018/19 financial year. The funding has been increased to reach a high number of people who need to be RPLed, specifically people who have registered to this purpose with the Department of Labor and many other individuals who are seen in front of shops or along the streets carrying one or two tools hoping and looking for a job, even though they have no certificate to prove their knowledge.
International placement of learners through internships
Workplace experience availability through internship has been hard to find since 2012 for most of our projects. Employers have been reluctant to open doors to learners in need of practical experience on one hand and the construction industry has been in recess since few years making difficult to find workplaces for learners.
CETA has embarked on a project of placing learners abroad with the first group of 300 learners to be placed in different companies in China where they will be exposed to practical construction in the field of built environment.
This programme targets specifically TVET graduates who experience high unemployment when they leave school and will spend 12 months in China to enhance their knowledge and gain experience. The learners will get theoretical training in different Chinese universities for six months and the remaining six months they are placed in various companies to gain on the job experience. On their return, exit strategy has been put in place for their placement in different South African and Chinese companies in South Africa and Africa for employment.
Thapelo Madibeng Bursary Scheme
CETA has opened a bursary scheme targeting 2000 students who wish to pursue career in the build environment field. This Bursary scheme is dedicated to Mr Thapelo Madibeng, who was CETA Core Business Executive and who has greatly contributed in the advancement of the skills development.
The strategic goal in line with this initiative is to have “an increased pool of skilled and competent graduates entering the construction sector”.

The CETA Academy
The CETA is in the process of establishing an academy with the objective of providing SETA customized skills that will enable SETAs to implement skills development. It aims to close Knowledge gaps in the sector, development of programmes qualification and identification of courses to meet short time needs.
The programmes will be aligned to SAQA standards, professional bodies and secure appropriate accreditations. Researches will be conducted including literature review to identify what have worked elsewhere.
